The Delphi-Survey involved 1127 experts from science, business, public administration and user representation with the aim of creating  public debate on technology policy  and to investigate market niches for technology in Austria.

Background

Until the 1980s, the Austrian industrial landscape was dominated by state-owned heavy industries and there was not a focus on cutting-edge research as most of Austrian industry relied on imitation. After the decline of the state-owned sector, many previously flourishing areas in Austria suffered a heavy set-back. . There was a need to develop a national technology policy with a focus on finding out area where Austria may have competitive advantage.

Aim

To allow for public debate on technology policy in Austria and to investigate market niches for technology in Austria.

Process

Panels of experts developed the Delphi Survey questions in seven fields, selected by a set of preceding studies. Experts came from industry, academia and user groups / administration with both technical and social science backgrounds. It was aimed for the questions to be as problem-orientated as possible. The Delphi investigation had two rounds with participants responses from the first questionnaires being fed into the second round. There was also a consumer survey on their knowledge of and attitudes towards technologies, which had 1000 respondents.

Results

The results of the Delphi Survey have formed part several official documents on technology policy and its findings are integrated into political statements and documents.
